HD Formating

I have XP-Pro on a desktop.
I just add an 80gb HD to my system. If I format it with FAT32 I get all
the space. If I format with NTFS it leaves 8mb of unallocated space on
the drive. The other disk is a 30gb and has no unallocated space and is
NTFS formatted. I formatted the new drive using XP's disk management tool.
Why won't the second disk format all the space with NTFS.

Greetings --

The 8 Mb is reserved in case you ever want to convert the
partition to a Dynamic Volume.
