Why after having followed all the
steps with FDISK to fomat my drive, deleting the DOS
partittion, creating
a new one , setting as active, reboting the computer and
trying to FORMAT C: I get a message saying : BAD COMMAND
OR FILE NAME?
Any help is appreciated!

Maybe because whatever media you are booting from doesn't have "format" on
it?

You can format the drive using the boot program on that
drive. Unlike a cartoon, Windows won't allow you to cut the
tree limb off that your ladder is using.
Boot the XP CD and select install options and you'll be able
to format C:.
