Having trouble with security system; OE removed access to unsafe .

It seems that since the last automatic update to my windows system, the
security has been giving me a lot of problems sending and receiving emails
with attachments and to even see this question pop-up screen, I had to stop a
pop up blocker installed on my p.c.

What can be done to protect my computer and yet operate normally?

1. Start Outlook Express.
2. On the Tools menu, click Options.
3. Click the Security tab, click to clear the "Do not allow
attachments to be saved or opened that could potentially
be a virus" check box under Virus Protection, and then click OK.

i am using outlook....NOT express....
How do i open a zip file that windows has blocked?
