Having problems with Windows Desktop

We have a user who when they delete any icons, or
shortcuts from their desktop, find that when they restart
or log back on these icons have reappeared. I have
ensured that the icons have been cleared the icons from
the recycle bin before restarting. I have even deleted
the icons and then deleted the stored romaing profile on
the machine and the relogged on with no success.

Has anyone seen this before? Does anyone know of a fix?

This can happen if you redirect the desktop to the same location as the
roaming profile or if the local profile is not being unloaded.
