Currently I have to explicitely expand my QuickLaunch bar by clicking on the double arrow nearby.
Is there a way of having the quick launch bar ALWAYS expanded?

Sure. Right-click on the Taskbar, de-select Lock the Taskbar, and then drag
the Quick Launch area to an appropriate size. Then, re-lock.

Hi Tim,

To the right of the double arrow there should be a vertical "border" line.
Hover the cursor over this "border" line and the cursor should change to a
horizontal double-headed arrow. When the cursor has changed to the
double-headed arrow, click and drag to the right.......when the double arrow
that you normally click on to expand the Quick Launch disappears, then stop
dragging in order to set the new "border".

I have always wondered why there is no option to make this a default
behaviour.
i.e. fully expose all buttons, at all times, on the QuickLaunch toolbar as
you add new software or manually add new buttons.

I always have to go through this unlock/re-lock procedure.

Any tweaks available?

You could always leave the bar UNlocked.

Unlock your task bar>>>right click on task bar and select "Lock the
Taskbar", make sure then is no check mark beside this.

Then, you will see some vertical lines right of the quick launch, click and
hold and drag to the right. Then lock the Task bar.

Good Luck
