Have no PREFERENCES tab as choice when clicking on TOOLS, OPTIONS

When I am in Outlook, and I click on TOOLS, and then OPTIONS, I have NO
preferences tab, which is necessary for adjusting my spam mail senders.

Try "Detect and Repair"
Insert your Office Installation Disk , click Help < Detect and Repair.

Outlook's Tools | Options dialog has no Preferences tab. Are you looking for a tab added by some 3rd party spam tool? In what version of Outlook?

Sure it does. It's the default tab that opens when you click Tools>Options.

What tabs do you see? What version of Outlook? What happens when you click
Actions>Junk Email, if you can?
 
Oh, d'oh. For some reason, I remembered it as General.

I have Microsoft Office 2003 installed, so whatever I received with this
program ()
I am trying to get to something that will let me adjust the Spam Mail I get.
It does go to the EZ Anti-Spam in box, but I want to make some of those
incoming mails acceptable. And the other junk is not blocking when I click
block,,,, they still come in every time they are sent to me.

Since you say you have an "EZ Anti-SPam in box", then your issue is with
that program, not Outlook. Read the documentation for the "EZ Anti-Spam"
program if you want to know how to adjust it.
