Has XP CD been activated?

I have 2 XP CDs, one has not been activated.
I have to reinstall the OS, how do I know which CD to use?

From the CDs - you don't.
From the CD Key - you may..

Go to the activated running copy, download/run either Belarc Advisor or
Magic JellyBean Keyfinder, install and run - get the CD key. Now you know
which CD key you've used.

Beyond whether the CD is OEM/MSDN/NFR/Retail/Upgrade - it doesn't matter
much.

it makes no difference which CD you use if they are both the same version.

Now if one is XP pro with SB2 and the other XP pro original, I would always
use the one with SB2.

However, you want to use the proper product key. Each CD came with a product
key. They will be different. If you do not know the product key you
activated then download Belarc advisor on the activted computer and it will
tell you the product key on that computer.

From Eric/ you can use any one of the cd's because they both can use any
product key for winxp as long the product key is for that installation
