'OpenVIP is a flexible video-processing tool for Unix and Windows. It
consists of two parts:

1. OpenVIP core, which is written in C/C++. You can use it either as a
library linked with your code, or as a standalone application for batch
processing of multimedia files.
2. OpenVIP GUI written in Python, which provides a user-friendly
interface to the core. It is based on the timeline concept: You place
multimedia files on the timeline and apply various filters and
transitions.'

I haven't tried out this software yet but it is in my download manger's
queue to download sometime in the next week or 2.
