Did you doubleclick My Computer and see if your CD-Rom drive is listed,
under Devices with Removable Storage? If not listed, then the cable is
not properly connected, the drive is malfunctioning or may need the
drivers reinstalled. If it is listed, then: rightclick the drive>Properties>
Hardware tab>Troubleshoot, or:

USB? go to your device manager and look under USB devices for a mass storage
device. If it is listed then change the drive letter of it or maybe some
other device you have connected but not your C drive. XP will make a USB
device default to take the next letter available after C.
