Hard drives

I have two hard drives in my computer and one is contected to the CD
cable and the other one is conected to the regular hard drive cable one

is full but I cant donlowd stuf on to the other one why is that?
 
So long as the jumper pins are set right,the drive is formatted,its
active,when
downloading,in the window browse to the other hd...By default all goes to C:
