hard drive size not correct in windows

I just upgrade my system from windows me to xp pro.
I have 2 20gb maxtor diamond max plus hard drives, also have both connected
to ultra 100 promise card.
The C: drive is detected ok but the 2nd hd shows up as a 1.97gb drive
I've tried writing zero's to the drive, partitioning drive with disk
management and with fdisk.
created ext dos partition with fdisk, shows the whole hd, get into xp and
shows up as 1.97gb if the drive has a partition or not.
both drives show up in dev. manager as Maxtor 5 2049H3 SCSI Disk Dev. even
tho they are ide drives.
In the hd properties in dev. man under the volume tab the c: drive shows
capacity of 19gb and the d: drive shows up as 2012mb.

I uninstalled xp and both drives are fine with windows me. Upgraded to xp
again and same problem.
Does anyone have any ideas.

Sounds like your copy of FDISK is old, and only creating a FAT16 part.
Since this is the 2nd HD under XP, I would let XP manage the HD; boot
up XP, and click you way to the disk management page, and tell it to
initialize (partition and format) that 2nd HD, preferably as a single
part. with a NTFS format.

When you wrote zeros to the drive did you do same to the boot sector? It
sounds like you have a drive that was installed at one time on a really old
MB (or an old NT4 system). A disk overlay program was used to allow the
full capacity of the drive to be used.

These programs try to "spoof" the system into believing they are a
compatable size. I would try to get a program that also clears the boot
sector of the drive. If these are new drives, then obviously not the
answer!

Its not the FAT16 issue, fdisk'd with current fdisk program, got the prompt
to select yes for disk larger than xxx mb. I removed all partitions and
booted into xp and it still only detects 1.97gb. Its got me stumped, when I
get some time going to connect both drives to pri IDE port on mbd. I didn't
mension earlier that both drives are on the same ide cable, set at master
and slave.
