I just installed a new Western Digital Hard Drive, Coping
the HD contants to the new and larger drive. Now XP will
not reboot in normal or safe mode. How do I upgrade
hardware and still keep Win XP working????

If the copy worked correctly you should be able to just use the new drive.
Apparently something didn't go right with the copy, but since you didn't
mention how you made that copy it's difficult to guess what went wrong.

You can not just copy to a hard drive, you need to format
and create a partition, and then setup windows by doing a
full clean install. Look here at this article;
