Hard drive format raw

Hi I'm working on a customers computer, they have windows
98. They turned off the computer for the holidays & it
started windows 98 installation and they did not have the
cd in the drive. When booted to safe mode it gave an
illegal operation error that Explorer caused. So I put
the hard drive on my computer & scaned for virus, backup
the data. When I put it on My Computer Windows XP PRO
says that the hard drive is not formated and has no data.
But the data is there & is formated. Any Ideas?
