What happens when a hard drive loaded with windows xp crashes? Upon buying
a new hard drive can the original xp be loaded on it without paying another
fee?

Provided it is a retail copy of XP you can move it to other hardware
freely - as long as it is only on one machine at a time. If it is an
OEM one that came with the machine then you can restore freely on *that*
machine, but not move it to a different one. Either way you are OK on

Sure. You'll have to reactivate, but that's no problem.
