I brought this up once before and don't remember if I got any kind of an
answer.

I have 3 physical HDD C:, E:, and H:. C: and E: are IDE drive and H: is an
external USB.

The problem I'm having is drive E: is always shutting down and starting back
up every minute or so. HAs any one heard of this problem and how it fix it?
I have checked my BIOS settings and any setting in Vista with no luck. I
have the latest BIOS update for my PC (Dell Dimension 4600, BIOS V12.

If you're comfortable opening the case after turning power off, taking
plug out of wall, after cover is off touch your bare hand on the metal
chassis of the computer itself to avoid static electricity check to
see if both your power and data cables are firmly seated. Check the
data cable on both ends. They can work lose from vibration.

If only this one drive and it's much past three years and it still
spins down for no reason then starts up again could be it is trying to
tell you it is getting ready to fail. I assume you mean you hear the
drive spin down and back up again, which is very different then it
randomly clicking away for no apparent reason which is normal.

Look at the power settings - advance
There is a setting that will shut down your hard drive after x minutes.
You can get there from the screen saver then power settings then advance
settings.
 
I hear it spin down and then up again. It spins back up when something
accesses the HDD
 
I found some settings under Advance and made some changes. So far so good
