Hang up modem?

How do I hang up my moden in XP Home? I've not found anything. Sometimes
DUN thinks it's connected to the phone line but isn't and so won't dial.
Or DUN leaves the computer connected to the phone after I disconnect and
I can't get a dial tone. Happened this morning again. I have to shut down
the computer and reboot. I've been told

echo ath > com3

and

"type ath" > com3

Neither is recognized by Run dialog in Start menu.

Help?

You have an option to display a task bar icon when you are connected. to
hang up, right or left click on it and select disable.

I don't see a "disable" command. You mean "Disconnect"? I've used that and
still had the modem not hang up until I rebooted as discussed below.
