hal.dll missing on Ghost of Hard Drive

I used Norton Ghost to copy my current XP Pro partition onto a new hard
drive, but it doesn't boot up. (I tried it twice just in case there was an
problem the first time).

I get an error message about the hal.dll file being missing or damaged.

I have tried copying the file from my current hard drive into the cloned
one, but get the same error message on boot.

I tried the Recovery Console but it was unable to create the file using the
XP disk.

Is there anything else I can do as I don't want to spend hours and hours
installing and updating ALL my programs again!

Common reason for message that HAL.DLL is missing is improper path, or
correct path not found, to startup files. Usually a misconfigured boot.ini.
DLL is not actually "missing" - but cannot be located.
 
I repaired the boot.ini file and sure it contained the new hard drive. It
worked this time and booted up.
The problem now is that XP is not set up as I cloned it, it is like when
first installed and although my other programs are there I doubt whether
many of them will work properly.
I tried to access System Restore, but it has some kind of problem and fails
to open.

Should I start again - format the partition and clone once more, or is there
something else I can do?!
