I'm trying to add multiple guides in PowerPoint 2003 (SP1), essentially use
guides to create three columns (12 vertical guides). I only seem to be able
to add 8. Any ideas? The Microsoft only tells me how to add guides, there's
no mention of a limit.

You've hit the limit. (It's 8 or 9.)

What about using the grid to do what you want here? The grid is settable in
PPT 2003, so that might be a good option.
 
Another suggestion would be to create a 3 column table and turn the borders off
when you have completed entering the text and sizing the table the way you want.
