If you're connecting to the internet via dialup, the inability to establish
a modem connection while in Guest Account is a "by design" limitation of
this account.
One way to possibly work around it is to logon as Administrator (or a user
account that has Administrator privileges) in order to establish the modem
connection. When the connection is established, use Fast User Switching in
order to switch to Guest Account. If your connection does get "cut off"
during Fast User Switching, you can d/load a registry tweak from here to see
if that helps: http://www.kellys-korner-xp.com/xp_tweaks.htm
scroll down to line 32, left column, "KeepRas Connection (FUS) Exe or Reg".
