Grouping pictures

I am using Word 2007 on Vista Home Premium platform.
I can group shapes but not pictures. I want to make a letterhead of a
wordart object faced on each side by a picture and ghroup into into one
object. I could do thid without trouble in Word 2003 but cannot find how to
do it in Word 2007 short of inserting the lot in a one cell table or a text
box.
Any ideas?

On the Insert tab, in the Illustrations group, click Shapes. At the bottom
of the list, click New drawing Canvas. Copy and paste your picture and
wordart into the canvas or create your letterhead there and then you will be
able to group them. If you don't like the drawing canvas, drag your grouped
object out of the canvas area and then delete the canvas. It will remain
grouped.
