Group Schedule - Unattached

Is it possible to setup a group schedule that is not directly related to
individual calendars? I'd like to setup a group schedule that shows multiple
people and allows me to schedule work for each person, but does not place it
on their personal calendars. I want this to be visible to everyone in the
group, but only a few people can change it.

Perfect application for a Public Folder Calendar. Do you use Exchange?
