Okay, so I get the error:

Workgroup is not accessible. You may not have permission to use this
network resource....
The list of servers for this workgroup is currently not available.

So I look up the info at:
http://winhlp.com/wxnet.htm

Bullet #1 of "Workgroup is not accessible" mentions checking in the
"File and Printer Sharing exemption" in the firewall settings. So I
make sure that there is a check mark in the above exemption, however
under the column "Group Policy" there is a "No." There is a note at the
top of the window saying:

Windows Firewall is turned off. Your network administrator is using
Group Policy to control these settings.

There doesn't appear to be any way to effect the Group Policy. Am I
correct in assuming that since the "Group Policy" says "No" to the File
and Printer Sharing exemption, the workgroup access won't work.

Any suggestions?

Who is your network administrator? If you're on a domain, speak to the
people who manage it.

However, if your windows firewall isn't enabled, then it clearly can't be
the cause of your problem. And since you mention a workgroup, I'm curious as
to your network setup. The problem you're having has to do with NetBIOS over
TCP/IP - if you're on a domain, you should be using WINS to manage the
browsing. And if you're not on a domain, I'm confused as to your mentioning
group policy!

No - what that means is that the exception was not set by group policy.

There is no manager. Three computers (plus one wireless) are all
connected to the Residential Gateway which is connected to the Internet
via cable modem. There is no one computer controlling the connection to
the Internet. And there doesn't appear to be any way to even turn 'On'
the Firewall because none of the computers are given the ability to
effect "group policy."

I, however, seemed to have fixed my network sharing problem. I looked
under the Local Area Connection Properties and installed the 'Client'
network component under File and Printer Sharing. After rebooting it
worked. Now I get a little different login screen but that's okay. All
I have to figure out now is how to get file and printer sharing with a
Windows ME computer (it can see me, but I can't see it).
