How do you associate a group policy to an individual
group or user when on a stand-alone computer?

You don't. You can apply group policies to everyone, but the Administrator,
and other accounts if you follow the steps correctly.

You may also want to see www.dougknox.com, Win XP Utilities, Windows XP
Security Console. This small VB utility will allow you to enforce a number
of the "per-user" restrictions, on a per-user basis. More features/settings
are being added as user demand dictates.
