Group Policy Settings not holding on local machine (No AD)

Hello,

I have multiple computers that do not want to hold ANY settings changed
through gpedit.msc. I have tried changing the settings through gpedit.msc,
local security policy and even changing through a mmc i created myself. I am
mainly trying to change a couple security settings and configure the Windows
update settings under administrative templates. Nothing I do holds after a
restart even after trying a gpupdate /force, the restart still clears the
settings.

This network does not have AD, it is running Novell NDS, have tried applying
the settings with a local adminsitrator account and with Novell administrator
account and have disabled Zenworks for Novell to see if that was preventing
it. The settings will not even hold if I uninstall the Novell client and
apply the settings with the computer not even on the network. Even after a
fresh format and install the same problem prevails.

Has anyone ever seen this or can anyone help me?

Local Security Policy is a subset of Group Policy and there is only one
local Group Policy on an XP Pro computer. What security settings for example
do not stay persistent? --- Steve
