Group Policy Settings Not Applying over Slow WAN Connections

I have 2 different WAN Branch offices, each with 4 - 9 Windows 2000 and XP
PCs. I have a Domain Level Group Policy that includes urls that are added to
a computer's favorites. They apply on some of the PCs, but not on all of
them. We setup these PCs the same way.

Any suggestions on how to troubleshoot?
 
Hi Eagle,

Internet Explorer Maintenance are not processed over a slow link.
Disable the slow link detection or set Internet Explorer Maintenance to
Process across slow network connection.
