group policy problems

I have two terminal servers running Windows 2000 AS4 and am having problems
getting the group policy to take effect, I have tried just about everything
with no luck. One example is the IE security settings. I log on as an
administrator and make the neccessary adjustments in group policy but when
logging on with my regular domain account, the settings do not show. Also
the IE home page defaults to something called "about.blank" Any insight on
how to resolve these issues is greatly appreciated

Are you using loopback settings? The preferred method to lock-down TS is:

1. Create an OU
2. MOve your TS into this OU
3. Create a policy and link it to this OU
4. Enable loopback policy processing.
5. Filter the security on the policy so it applies to authenticated users
and the computer accounts of the TS, and deny apply policy to the accounts
that you want to be exempt from the policy restrictions.
