Group Policy Not applying over VPN

I have two sites connected via a VPN link over ADSL using
2 watchguard fireboxes.

All Clients at the site with the DC are applying Group
Policy OK.

The problem is that the clients at the site without the
DC are not applying the Group Policy. It has been this
way since installing thwe VPN.

Does anybody know why this is happening. I have read
something about defining if the link is slow and also
about setting a threshold for data size. Would this help?
Can someone tell me how to define these settings for the
users in question

You can take use of the follow to Define a slow connection for purposes of
applying and updating Group Policy. Use the "processing" policies to Allow
processing across a slow network connection of a specify part or setting
with in a Group Policy

Internet Explorer Maintenance policy processing
Software Installation policy processing
Folder Redirection policy processing
Scripts policy processing
Security policy processing
IP Security policy processing

Group Policy slow link detection

Note that "Group Policy slow link detection" papers both under computer and
user configuration.
