Group Policy Issue/Question

I am trying to seup some type of group policy and I am having a heck of a
time. I have a small domain with about 75 users and need to know where I
set the policy at. There are so many places (local security policy, Domain
controller security policy, and Domain security policy) that I am unsure
where they need to get setup. One problem I am having is with Domain
controller security policy. When I click on it I get an error message.

"GROUP POLICY ERROR"

Failed to open teh group policy object.You may not have appropriate rights.

Details: the system cannot find the path specified.

Any idea about all this. Thanks.

Local policy applies only on the machine you set it on.
Domain CONTROLLER policy applies to servers that are domain controllers.

If you want to set a policy that applies to domain members (people or
workstations) use the domain security policy.
