Hi Greg,
The most common cause of Group Policy issues is DNS. Make sure that
all of your clients are pointing to your Active Directory DNS servers
and no where else. You can also try to create a userenv.log file
which usually points to the root cause of a general failure to
enumerate the list of Group Policy Objects (GPOs) that apply to the
user.
