Group policy in windows xp home edition

When trying to update windows, I get the message that the ability is not
allowed and going to Run gpedit.msc is not found. I am the administrator but
cannot see how to restore the ability. I don't know how it was shut off.
What alernatives do I have?

Group Policy is a part of Microsoft Windows XP Professional edition not
Windows XP Home Edition.

The alternative could be tweak masters. Search Google for Freeware Tweak
Master or download any free Windows XP Registry Bible ebook which will let
you do everything through Registry Editor that you want to do with Group
Policy Editor.
