Group Policy Enforcement

I have Group Policy Activated in windows server. When I log into the client PC I am able to do the things that were to be disabled. I am not sure if the links are the problem. When I enforce these rules, I am still able to do the things that I disbaled. So the options I set in Group Policy Objects is not being enabled, and the summery says that the policies are activated in the system, but I am able to do what it says I am not, so they cant be activated. So, What should I do?
 
The first thing to do after just manually checking the links is to run
GPResult (or the new, added in Win2003, RSoP) and figure out which
policies ARE and ARE NOT getting applied.

In lieu of that, make some OBVIOUS policy for testing -- something
you will IMMEDIATELY see or not see to indicate that the policy is
applied and enforced.
