Group Policy disabled

I have administrator access to my laptop running XP
professional. A group policy setting is preventing me
from launching Windows Messenger. When I run gpedit.msc,
I receive a error message telling me I don't have access
permissions. Again, I have administrator access so I am
puzzled. Any solutions?
 
Even though you have Administrator privilegs, Group Policies can still be
applied to your account by your System Administrator.
 
If this laptop is in a domain you may be experiencing
what the domain administration has determined should be.
