Group Policy applies to administrator, too?

I wanted to reduce the possibility of my children changing the setup, so I
used Group Policy editor to remove the Control Panel and a few other things.
However, when I log to their PC as administrator, I get treated exactly the
same way - no Control Panel.

Is there a way to apply one set of rules to users without applying the same
to the admins?

That is the way it is when settting up GP on a single computer, It is more
for networks where the GP is passed to the clients from the server when they
log on.

MS has a program called SteadyState you can download for free. It is made
for schools and other public systems so the users cant mess with the
settings and you set it up for the specific users you want to control.
