Group Policy and VLANS

I have one XP SP2 machine on a DEV-VLAN (192.168.90.x). My DC is CORP-VLAN
(192.168.0.x). The user is recieveing USER GPO's but the machine is not
receiving any Computer Policies at all. No filters are in place and every
other machine on the CORP-VLAN are recieving all policies. Can a VLAN
affect the application of Computer based policies? The error I recieve is:

Message: Windows cannot query for the list of Group Policy objects.
Check the event log for possible messages previously logged by the policy
engine that describes the reason for this.

Check for connectivity. Can you ping the Server? Is the client with the
right Dns Settings? Can you query the Dc - netdom query dc
You should also Place the VLan 192.168.90.x subnet in the Directory Sites
And computers on the respective site were the your servers are.

The VLAN won't directly affect the distribution of policy. Obviously you
need to route between the VLANs. both client ans server will need route to
each other, or routes between networks added to their respective default
gateways. Can you ping the machines from each other?
