group policy and IE 6.0

i have a windows 2000 server with SP4
it has citrix metaframe 1.8 with sp4
and i have my users logging into this system
this server is in a work group and not using active
directory

i want to lock down certain functions of IE.
i have successfully locked them down using gpedit.msc

unforunately, the group policy locks down the settings
system wide.

i only want to apply these setttings to specific users

is there any way to do this?

Set the security Permissions of the GPO so only those
users can apply the policy (preferably put them into a
group specifically for this purpose, then assign only that
group "apply this policy" permission). Permissions are
set on the "GPO properties page" > "security"

Local Policies are system wide, you can't filter for specific users without
joining the machine to an Active Directory domain.
