group policy and diplays desktop tab

when we first setup the pcs we enable the "Hide Desktop tab" and "Prevent
changing wallpaper" in gpedit to stop users from just doing that. Well after
complaints from heads of depts, we decided to allow users to change thier
wallpaper. We went back in the local group policies (no domain policies are
in effect at this time) and put the state to the above to Not configured.
Well the desktop tab did not return. they can now right click on a picture
and left click on set as my background, but that is it. Any ideas on how to
get the desktop tab back besides rebuilding the machines?

Yes disabling the group policies does bring it back, but the only policy to
affect desktop was the two above.

An 'unconfigured' policy will leave things the way they were when the policy
last operated. So to correct this you need to edit the registry.
