Office 2007 introduced a new graphics engine. PowerPoint uses only the new
engine, while Word supports both the old and new ones. While this improves
backward compatibility, it causes some problems such as this.
To force Word to use the old engine for both pictures and shapes, first
insert a drawing canvas (choose New Drawing Canvas from the bottom of the
Shapes gallery) and insert the picture and the shape on the canvas. That
will let you select and group them. Afterward, if you don't want the canvas,
you can drag the grouped item off the canvas, delete the empty canvas, and
position the grouped item as you like.
It's probably easier to make the grouped item in PowerPoint and then paste
it into Word.
