Group Contact Mailing List

I want to create a new contract group. Instructions say to open Windows
Contacts. On the toolbar click "New Contact Group".
Well, guess what. The only things on the toolbar are FILE, EDIT, VIEW,
TOOLS HELP. I've checked the sub-titles under each of them and there is no
sub-heading for New Contact Group. What am I missing. Any help, greatly
appreciated.
