Group Calendars

How can I set up a calendar for my dept? I'd like to set it up so that only people in my dept can view it and ideally set up different levels of access for different inviduals (author, editor, etc...). It is to be used as a scheduling tool for our group. any suggestions?
 
Do you use the Exchange Server?
