greyed out menu buttons

I am using word 97 and have added the ' from scanner or camera' button to the
insert/picture menu but it appears greyed out . Can anyone suggest how can be
fixed

Whether or not it is possible to add this function using your scanner, you
will lose control over the import process if you use it. It is much better
to scan to a file and insert the file.

I have used this button on other PC's successfully. I have tried adding other
buttons but they appear greyed out as well. eg the from clip art button or
from file. Why are the buttons greyed out. Can you help.
