Green LED light on, no power... sometimes...

At my work, one of the employees here that I maintain... Plugged in
something of high wattage into the surge protector their computer was
on. So the power went out and their computer fried.

Now the weird thing is, not only is the LED on the mobo lit up, but
sometimes the MOBO will come to life in apparently some random luck.
We have unplugged everything and plugged it back up, reset CMOS, take
out CMOS battery and swapped out PSU's for one another. Usually if the
computer is left off for a day or so, it will come back on for sure.
Once it is on, it always comes back on until you unplug the power from
the computer, and then, sometimes it will come back on.

When you press the power button for the computer no fans will come on.
It seems like it sometimes forgets how to power itself on. Of course
it seems like a faulty mobo but of course we'd like to try and solve
the problem! Any other details?

Start by replacing the PSU. It is the first item in the path
of the surge. Might have blown the PSU filtering capacitors.

I wonder if the Surge protector isn't damaged and randomly triggers.

We did try a new PSU and the computer still did not give a go. Yup, we
took everything apart too, and replaced each piece one by one, actually
after removing the cmos connector on the MOBO with nothing connected to
the MOBO, it turned on. Then we replaced everything one by one. Just
after getting rid of all the power to the MOBO would it not turn back
on. I'm working on it downstairs on a new surge protector and all.
I'll try a new PSU again, perhaps after messing with CMOS it fixed
something but we been using the old PSU still (we used the new PSU
before messing with CMOS).

Yes to all questions C.
