Grayed out Toolbar option on Taskbar

If I go to Windows Taskbar and right click and go to Toolbars, they
are all grayed out. How do I get to modify them?

Open Registry Editor and navigate to the following keys:

HKEY_LOCAL_MACHINE \ Software \ Microsoft \ Windows \ CurrentVersion \
Policies \ Explorer
HKEY_CURRENT_USER \ Software \ Microsoft \ Windows \ CurrentVersion \
Policies \ Explorer
Backup the registry keys by exporting them.
In the right-pane, delete NoCloseDragDropBands
Close Regedit, and restart Windows.

I've looked and I don't have this NoCloseDragDropBands in either place

I've looked at the page, but haven't a clue what it's talking about -
can you explain in simple English what I need to do?

Can you tell me what tit is I have done actually and if I'll ever need
to und it.
 
Tom,

I don't know what caused the ClassicShell Policy to be enabled. Perhaps the
use of third-party tools may have caused this.
