I have posted graphs in my site for work. Would like to make a link at the
different points that would take a person to comments if there is a reason
for drastic change in points. Can someone tell me how to link on the graph?
This is my first time at doing a website and am not having any luck at all
with this. Any help is appreciated. Thanks.

What you want is known as an image map. These are covered in the FrontPage
