Its like any cpu componant that uses a chip. Like CPUs, graphics card rarely run at the EXACT mhz stated. e.g my 3700, when I bought it, ran at 2170mhz instead of 2200.
Those 7mhz will have precisely squat impact on you.
And as for the memory, you have DDR3, so the 514mhz x 3 = 1542mhz, which is 100mhz out, which won't have a huge impact.
If it really bothers though you why don't you clock it up those few mhz more?
Thinking about it it doesn't make sense multiplying by 3 as it is already DDR...
