Graphics Card / Motherboard Issue. Computer won't start (POST)

I have a strange problem or should I say a strange fix. My computer
is
"handcrafted" shall we say. I bought an AGP X1600 pro. My motherboard
is a AX4SPE MAX (aopen) There is no on-board graphics. If I put in a
different graphics card other than the x1600 pro my computer boots up
and works just fine. If my x1600 pro is put in another computer it
works fine. If the X1600pro is in my computer it won't even post...
but i found out.. IF i turn on my PC without the graphics card in
it.Then put in the X1600pro and hit the reset. It works just fine!
(YES, I just said that and i've done it for a good six months at
least.) I was just wondering WHY? Is there a fix short of buying new
hardware? Are my devices not compatable?(they seem to work just fine
together) The power supply fully supports the size of graphics card.
I've even tried another power supply. The computer won't even post
when the x1600 pro is in it. Its just like when you got a bad
motherboard. I've tried a new motherboard too. Same problem. (In
hindsight i should have bought a different brand motherboard). So...
Should I buy another graphics card? How do I know its won't happen
again. The Graphics card that works just fine with it is OLD. Any
insights?

What bothers me so far about your description, is inserting the
card hot, and pressing reset, works. It shouldn't really do that,
as whatever is upsetting it in the normal startup case, should
also be dragging it down with your "hot insert" and reset
scheme.

So I cannot really tell you what to expect from a different AGP
card. To me, the symptoms of your two test cases aren't consistent
enough, to suggest anything. What happens when you use another card,
will be the "luck of the draw".

Your motherboard uses an 865PE, as near as I can tell from a quick
web search, and those are not known for causing problems. (Maybe
when severely overclocked, you can get video artifacts, but not
at stock speeds.)

Out of idle curiosity, I might check the TYPEDET# pin on the video
card, and see if it uses a proper "hard" ground connection. AFAIK,
logic 0 on that pin selects 1.5V slot operation. Some video cards
use a series resistor to ground on that pin, which is not the right
thing to do. But other than that, I cannot think of anything else to
check. Here is a typical description of its use:

If the video card itself was a problem, the BIOS would be able to
start, then deliver the "bad video" beep code to the computer case
speaker. Since you don't mention any beep codes, that suggests that
whatever the problem is, it is preventing the BIOS from executing.
And that would either be a safety circuit tripping based on the
state of TYPEDET#, or a major upset to some voltage rail.

What brand and specs are the PSU that you have? What about the new PSU
that you tried? This seems to be the sign of an underpowered or crappy PSU.

Have you checked for BIOS update? If you keep 'hotplugging' the card you
WILL blow card or motherboard, or both.

This is what I'm thnking.It may be the video is drawing too much at boot but
not when it's running. I know hard drives do this.Never heard of vidoe doing
this.
What you can try is unplugging unnecessary hardware like the CD/DVD drive
,extra dives or anything else that connects to the PS that you don't need to
boot the PC .
Also, I didn't see in your post whether you tried an equivalent video card
in your system.
But if you continue doing this you most likely will lose some hardware.
