granting access to programs for a user with non administrative credientials

If i have a machine with windows xp home and i install all the programs
signed on as a user with adminsitrative credientials. Now a user with just
user credentials signs on and none of the programs show up in his "programs"
list How do i give him use of those programs Ex word?

Login as administrative user. Right-click "Start" button and select
"Explore". Select the shortcuts/folders you want to have available to all
users and drag to the path c:\Documents and Settings\All Users\Start Menu\...
