Grant "format disk" right to restricted users (non-Admins)

Does anybody know how to grant "format disk" right to restricted users who
are not local administrators of their Windows XP domain client?

After some investigation, I found a way to 90% fix my problem with a GPO.
Computer Configuration/Windows Settings/Security Settings/Local
Policies/Security Options/Devices: Allowed to format and eject removable
media - Administrators and Interactive Users.

Hope this can help others with the same issue.
