Is it possible to set the Grace logon variable? If so How would one do it?

I think you're referring to the Account Lockout Threshold, which can be
configured through Group Policy on a domain, or on the Local Security Policy
on a standalone or member server:

No. I am not looking to set invalid password attempts. That is set. On the
inevitable occasion the user password expires though they were notified. I
am hoping to reset the login to 1 so they can logon and change their
password.
