GPO do not apply if not local admin !!!!!!!

Dear all

I am in AD business for 4 years now but waht I see here
with XP has never hapened to me.

if a user logs on the XP machine with a domain account, he
does not get the GPO policies that I push from active
directory.

if i add the user in the loacl admin or power users, he
gets the policies...

I really need a help on this...I though I was a guru but I
am not !!!!!!

Does the users domain account have the 'read' and 'apply group policy'
permissions defined in the security tab of the GPO?

I HAVENT CHECKED IT BUIT I CAN SEE A REASON WHY NOT,
ANYWAY, IF THE USER IS A MMEBR OF THE POWER USER, IT
APPLIES THE GPO

Maybe the Power User group has read and apply group policy permissions but
the user account itself does not.
