GPO do not apply if not admin !!!!!!!

Dear all

I am in AD business for 4 years now but waht I see here
with XP has never hapened to me.

if a user logs on the XP machine with a domain account, he
does not get the GPO policies that I push from active
directory.

if i add the user in the loacl admin or power users, he
gets the policies...

I really need a help on this...I though I was a guru but I
am not !!!!!!

There is a fairly new tool from MS called Group Policy Management tool.
I don't have a link, but it should be easy to find.
